No, since the App password was assigned and confirmed by you personally during the initial use, it is only known to you and can not be reseted by the Outbank support.
It is not possible to change or circumvent the password from "outside".
Without the initial App-Password, there is no way to continue using Outbank with the current database. If you really can't remember your App-Password, click on "Help" in the menu bar and then on "Delete local data" to reset your app.
Afterwards you can set up a new App Password an enter your bank credentials again.
