Why can I no longer make any Payments at ING?

As part of the new Payment Services Directive PSD2, ING has revised its online banking. Payments are no longer supported via "HBCI+" bzw. "FinTS PIN/TAN". Transfers from the 'Extrakonto' to your 'Girokonto' should still work via Outbank.
